Move geo_log_cursor binary to the ee folder

Split from https://gitlab.com/gitlab-org/gitlab-ee/issues/6565

• The binary should be moved to ee/bin
• Omnibus should be updated to point at the new location https://gitlab.com/gitlab-org/omnibus-gitlab/blob/master/files/gitlab-cookbooks/gitlab-ee/templates/default/sv-geo-logcursor-run.erb
