Fix menu items

Evan Read requested to merge eread/fix-menu-items into master

Per: https://gitlab.com/gitlab-org/gitlab-docs/-/blob/master/content/_data/default-nav.yaml#L6, no global navigation items should end with index.html. It causes the Global Nav to snap shut when they do, which is a problem for anything not at the top level.
