Add Infrastructure-as-Code page to navigation

Description

This page adds https://docs.gitlab.com/ee/user/infrastructure/index.html to the left-hand menu, under User. I'm not convinced this is where it really needs to be, because it looks different from the other pages around it, but let's at least get it in there for now.
