Don't run review apps on forks

Review apps shouldn't run on forks, and are currently blocking community contributors because their pipelines are failing: https://gitlab.com/tnir/gitlab-docs/-/jobs/575116666

This excludes the review app jobs from contributions that come from different namespaces than the official gitlab ones (hopefully allows from all the subprojects).
