Update the rules for pages and prod jobs

The stable branches need to run the full pipeline, otherwise the compile_prod will not run and test_internal_links_and_anchors will fail as seen from https://gitlab.com/gitlab-org/gitlab-docs/-/jobs/563501975.

This adds another set of rules specific to pages and brings back the ones we had "fixed" in !869 (merged) :)
