Add Secret Detection to Doc Menu

Add a menu item for 'Secret Detection' to the main docs navigation.

This currently points to the subsection of the SAST doc page. This will soon change and have it's own page once we split Secret Detection into it's own vendored template.

This is a precursor to gitlab#215207 (closed) and gitlab#207990 (closed)
