Test skipped pipeline

I should be able to merge this, but I cannot. Nothing in the approvals settings suggests I couldn't. In fact I can if the pipeline isn't skipped.

I think it has to do something with detached pipelines https://gitlab.com/gitlab-org/gitlab-docs/pipelines. The skipped pipelines seems to create detached ones, even though we haven't set this in .gitlab-ci.yml.
