Vendor legacy GitLab UI CSS utils
What does this MR do and why?
Vendors the legacy GitLab UI CSS utils library so we can remove it
upstream. This ensures we can keep upgrading @gitlab/ui in this
project without breaking the styles. This is a boring fix until we
migrate over to the Hugo docs site which uses the more up-to-date
Tailwind CSS utils.
How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
