Adds external participants page to global nav
What does this MR do and why?
This adds the external participants documentation page to the global nav.
External participants is a feature that is part of the 17.0 release and already available on gitlab.com.
It was part of the monthly navigation update but was removed because the feature flag wasn't enabled by default (see !4762 (comment 1896671963)).
Once Enables external participants for Service Desk (gitlab!152083 - merged) has been merged, this MR can also be merged.
