Comment out the correct job that doesn't work with Yarn 4

What does this MR do and why?

Address feedback from: !4556 (comment 1750546269) and make sure correct job is commented out.

Also:

• Cache node_modules/ directory.
• Update Vale version.
• Use variables to declare Yarn version.
