Removed info about Vale rules, because we removed the rules

Suzanne Selhorn requested to merge sselhorn-main-patch-95309 into main

We removed the Vale rules for checking that badges are uppercase, and added DUOPRO and DUOENT to the capitalization list. From now on we won't have to update Vale when we add/update tier badges.
