Remove navigation item from global navigation

This is now moved to https://docs.gitlab.com/ee/update/index.html#version-specific-upgrading-instructions and linked to in https://docs.gitlab.com/ee/administration/geo/replication/upgrading_the_geo_sites.html, so there's no reason to keep this entry.
