Upgrade Mermaid to 10.x
What does this MR do and why?
Upgrades Mermaid from 9.4.3 to 10.4.0.
We'd paused Mermaid updates after the 10.x release in gitlab-org/frontend/renovate-gitlab-bot!658 (merged), but the breaking change was reverted in 10.3, so we can update regularly again (for now!).
Once we've merged this, we can revert gitlab-org/frontend/renovate-gitlab-bot!658 (merged) (I'll do this tomorrow).
