Move remote development up in global nav
What does this MR do and why?
Moves https://docs.gitlab.com/ee/user/project/remote_development/ one level up so that the page is directly under Manage your code rather than Repositories. This would also allow for an additional level in the global nav as we work to expand our remote development docs.
