Highlight ToC anchor about 1/3 from the top of viewport

Jacques Erasmus requested to merge 335-offset-toc-highlighting into master

This MR offsets the scrollspy detection in order to highlight ToC anchor when the section header is around 1/3 from the top of the viewport.
