Remove navigation items for changes to unsupported versions

What does this MR do and why?

We remove references in the documentation to versions of GitLab older than current + two previous versions (https://docs.gitlab.com/ee/development/documentation/versions.html#which-versions-are-removed).

Given 16.x is current, only 15.x and 14.x need be kept in the current version of the documentation.

This removes navigation items for pages referring to older versions.
