Remove navigation item

Discussion in gitlab!126034 (comment 1467646122) helped determine that https://docs.gitlab.com/ee/raketasks/migrate_snippets.html was relevant only to GitLab 13 and should be removed.

Before we shift that page over to a redirect, we should remove it from the left nav.
