Update version of Docker used by project in pipelines

What does this MR do and why?

After reviewing: gitlab!122696 (merged), I thought we should at least upgrade the version of Docker we use in pipelines to the latest of the current major version we use.

However, it might be worth moving to the latest major version if we can, which is what I've done here.
