Bring the docs-lint Dockerfile in gitlab-docs

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge docs-lint-dockerfile into master

Relates to https://gitlab.com/gitlab-com/gitlab-docs/issues/306

I changed the hardcoded master into $CI_COMMIT_REF_NAME so that we can build the Docker image in branches as well.

For the time being, the CI job will build the :lint image only on master and in schedules.
