Draft: Grouping tutorials together

What does this MR do and why?

This MR is a draft to group the tutorials together.

I'm trying to make the top-level pages consistent so that if/when we implement the redesign, all of the top pages will be bulleted lists (like the Use GitLab page).

If we decided to go this route, I would have to do more work to the content itself. Maybe we could create sub-pages for each of the sections on the Tutorials page. (Each of the tables could be its own page?)

The pros to this approach:

  • We can tell if we're duplicating tutorials (I think we might already have one?).
  • The top-level page will be consistent and give us room to grow.

The cons:

  • The tutorial content is not near the feature content in the nav. However, I'm not sure it needs to be? We could come up with a linking strategy...
