Help and feedback footer updates
What does this MR do and why?
Closes #1325 (closed)
- Pushes the footer to the bottom of the page when content is short (it feels too close to the content on very short pages like this)
- Defaults the panel to closed
- Removes the extra underline on links
- Removes help & feedback from the right-side navigation (table of contents component)

How to set up and validate locally

Configure a local GitLab Docs environment: https://gitlab.com/gitlab-org/gitlab-docs/-/blob/main/doc/setup.md. -
Visit an interior page and look for:
- Help & Feedback panel is closed but can be opened on click
- Help & Feedback is no longer included in the table of contents
- Help & Feedback appears at the bottom of your screen, even on short pages like this
