Update deprecations filter logic

Updates deprecations filter logic to address the first two tasks here: #1517 (closed)

This MR needs to be paired with gitlab!116192 (merged)

Summary of changes

• Sort is now by the release where the changes take place, rather than the release when the change was announced.
• "Announced in", "breaking change", and "End of support" are in smaller font and are bullets (see before and after).
• The dates are spelled out rather than numeric.
• The right nav is removed. Previously when you filtered, the right nav did not work properly.
