Add exceptions to external link tests

As part of Docs project maintenance tasks, March 2023 (technical-writing#773 - closed), I ran the external link test, and there's a huge number of failures for https://www.facebook.com/gitlab with too many redirects. The link works fine in a browser.

This MR also adds some more similar URLs.
