Draft: Move search CI rules back to .rules_dev

Reverts part of this MR: !3627 (merged)

After this merged, using gps in a branch name no longer builds review apps with Google search (they're defaulting to Lunr). Discovered this after rebasing !3589 (merged).

This blocks our ability to test search-related work with a bigger audience as we'd hoped to do this week. I'm not sure why this isn't working with the changes from the MR above, so let's just roll those back for now.
