Bump Vale and markdownlint-cli versions

What does this MR do and why?

Updates to latest:

• Vale: https://github.com/errata-ai/vale/releases/tag/v2.23.0
• markdownlint-cli: https://github.com/igorshubovych/markdownlint-cli/releases/tag/v0.33.0

This will also include all recent changes to gitlab-docs project, so should fix a problem like: https://gitlab.com/gitlab-org/gitlab/-/jobs/3817753697.

We'll build Docker images off this once merged.
