Bump Vale version to latest for Docker images when they are next built

What does this MR do and why?

Allows us to build a Docker image with the latest Vale: https://github.com/errata-ai/vale/releases/tag/v2.22.0, for when we decide to do that.

As TWs and others upgrade their local Vale, the CI/CD pipelines can remain up to date also.
