Re-implement algolia option for dev MRs

This re-implements !3359 (merged), which was reverted in !3372 (merged) due to a broken pipeline.

The issue was that we added the new rule in the wrong place. I've moved it over to the dev rules section, and am resubmitting the change 🤞
