Always run upstream_test_global_nav_links

In !3356 (merged), I added compile_dev as the job that's needed by review. This will work for gitlab-docs, but not for the upstream projects, as we use compile_upstream_review_app instead. Deploy pipelines will thus fail with an invalid yaml error, for example https://gitlab.com/gitlab-org/gitlab/-/jobs/3461335103.

Instead, let's always run the upstream_test_global_nav_links job in upstream projects.
