No need to set the -C flag in gsutil

A follow-up from !3226 (merged).

There's no need to set the -C flag in gsutil, as according to https://cloud.google.com/storage/docs/gsutil/commands/rsync#options

This option is implicitly set when running "gsutil -m rsync...".
