Revert "Merge branch 'axil-review-apps-fastly-gcp' into 'main'"

What does this MR do and why?

Reverts: !3179 (merged). The solution seems to work ok for review apps in the gitlab-docs project, but it isn't working when a review pipeline is called from gitlab project.

It might not be the fault of this solution, but we need to figure out the problem before adding this code back.
