Draft: Add GitLab CLI to GitLab Docs

This adds the GitLab CLI to the GitLab Docs build process so that we can start including the CLI documentation inside of the main GitLab docs site.

Currently, this doesn't work because the CLI docs are built in ReStructeredText and we need to convert them back to Markdown.
