Update region codes on gtag analytics

Follow up for Add Google Consent mode within GA4

@jgarc I've updated the code in the description. Could you please create a new MR for this? Essentially, the region code has to be in ISO 3166 format, which "EU" wasn't so it's now broken out into countries.
