Refine structure of development documentation navigation items
Thinking about this MR: !2825 (merged), it seemed like the right time to see if we can develop buckets for developer docs content, much like we did for user docs content.
In this MR, I've tried to group the GitLab developer docs into these buckets:
- "Development processes"
- "Development style guides"
- "Feature development guides"
Anything that didn't seem to fit, I left out of the buckets.

Hopefully this would make navigating the development docs less overwhelming.
