Fix broken link to security docs

This MR removed an anchor that's used on the docs landing page.

This is causing the doc build to fail: https://gitlab.com/gitlab-org/gitlab-docs/-/jobs/2521033399

As the quickest and easiest fix, I removed the anchor link and pointed to the top-level page (and changed the title to match).
