The current README.md file does a lot of what https://gitlab.com/gitlab-org/gitlab-docs/-/blob/2e1563b0cf3d1302c704d34a14db35080a33541a/doc/index.md does.

This removed the duplication from README.md, and leaves it to doc/index.md.
