Draft: Add DevOps reports to global nav

Fiona Neill is on PTO until 30 Sept requested to merge fneill-add-devops-reports-to-global-nav into main

I noticed that DevOps Reports was not included anywhere in the left nav. This MR adds it to the most suitable place in the nav.

  • Give the MR a descriptive title.
  • Link to the merge request that introduced the new page.
