Fix nav nesting of metrics pages

Marcin Sedlak-Jakubowski requested to merge msj-nest-metrics-pages into main

Implement changes suggested by the PM:

  1. Move "Metrics dashboard" one level higher.
  2. Nest "Metrics library" and "Custom dashboards" under "Metrics dashboards"

  • Link to the merge request of the new page: closes #1161 (closed)

  • Give the MR a descriptive title.

  • Link to the merge request that introduced the new page.
