Update Vale in docs Docker images to 2.16.1
Sets a later version of Vale for our Docker images that would let us take advantage of Vale packages: https://vale.sh/docs/topics/packages/.
This came in https://github.com/errata-ai/vale/releases/tag/v2.16.0, but we can move to the very latest.
