Purpose

The Static Site Editor is getting removed in %15.0. More information in gitlab-com/www-gitlab-com!102875 (merged) and gitlab-com/www-gitlab-com!93684 (merged)

This MR removes the Static Site Editor section from the left navigation and redirects traffic to the Web IDE.
