Move the release documentation to the docs site

As mentioned in gitlab-com/www-gitlab-com!88489 (comment 653443397) when we first split these docs into their own page in the handbook, this information is better placed directly in the gitlab-docs project. I feel the addition of really useful troubleshooting information in gitlab-com/www-gitlab-com!90577 (comment 688809788) makes this extra clear, and now it'll be easier to add move troubleshooting details and clarifications.

Any time we update the release process, we'll now be able to update the documentation at the same time and keep everything in sync. Previously we had to submit MRs to the docs project first, to update the process, then the handbook, to update the docs, and things were not always up to date.

We'll also be able to accomplish the release process from start to finish all within one project. No need to switch back and forth between the handbook and the gitlab-docs project.

I will also create an MR removing these details from the handbook. Currently this MR is a pure "life and shift", doing nothing other than fixing the header nesting.
