Let renovatebot MRs have a review app

Our review apps are pretty locked down, but we should let renovatebot MRs have a review app, to verify the change doesn't break rendering. This adds a rule that allows review apps from MRs with a source of: https://gitlab.com/gitlab-renovate-forks/gitlab-docs
