A small MVC to update the header component to use the default Bootstrap layout in order to mirror the Figma designs for the new homepage re-design: https://www.figma.com/file/Uq1FFHeWTPOl0FeZMIzad9/Docs-home-page-redesign?node-id=7%3A0

This merge also attempts to address #928 (closed)

This merge is the second attempt at this migration based on the previous feedback from the first attempt: !1506 (merged)
