Add helper for production and default branch

This ought to be used when we don't want to deploy things in the stable branches, since they are considered production.

It also adds the survey banner to this category. We don't want to the banner to be shown in stable versions. If a request comes on the 20th and then we remove the banner on the 24th, it will also be available to the interim stable version, something we don't want.
