Draft: PoC Change /ee to /gitlab

A proof of concept to change the /ee path to be /gitlab.

Relates to gitlab#290680 (closed).

This is not an elegant solution, but it's what we can do today with the tooling we have. Ideally, we'd need gitlab-pages#500 (closed).
