Add Rules to gitattributes

Now that Rules doesn't have the shebang !1346 (merged), it doesn't get picked by editors as a Ruby file, so it has lost its syntax highlighting.

Add it to .gitattributes so that it's at least picked by GitLab https://docs.gitlab.com/ee/user/project/highlighting.html.
