Update link to sidekiq debugging page
Fixes the location of 'Sidekiq Debugging' to https://docs.gitlab.com/ee/administration/troubleshooting/sidekiq.html - the previous page pointed users to the new page, but didn't use the actual redirect code. That's been fixed in gitlab!46573 (merged)
