Draft: [Do Not Merge] Rebuild old stable image with vale 2.2.2

This MR does not need to be merged. It's only to let me run a job that will rebuild the old registry.gitlab.com/gitlab-org/gitlab-docs:lint image with vale 2.2.2 so that the stable branches in the gitlab branch won't fail if they need to pick a patch into those branches.
