Add alt tags to Tanuki logos
From running a page of our docs through WAVE (https://wave.webaim.org/report#/https://docs.gitlab.com/ee/user/project/integrations/prometheus.html) I can see the Tanuki logos in our header and footer do not have alt text. That's an easy fix.
