Added Package Registry to nav

This MR renames "Package" in the nav to "Packages & Registries," so it matches the UI.

We also pulled content out into its own topic in this related MR: gitlab!38526 (merged)

It creates a new topic for the Package Registry. This MR adds it to the nav as well.
