Consider collecting common items in the navigation menu

Based on discussion in gitlab!23722 (merged), we have

Value Stream Analytics info in both the Analytics and Contributor submenus.

Open questions (maybe only for me)

1. Why do we organize our docs in this way
2. Why do such files have the same names, even though they're in different directories
3. What are our persona(s?) for our docs. Do they vary by submenu?
